The United Nations General Assembly on Tuesday approved the creation of a new international advisory body on artificial intelligence, aimed at guiding countries through the opportunities and risks posed by the rapidly advancing technology.

Member states expressed growing concern about AI’s potential to transform societies while also threatening democracy, human rights, and global stability. The resolution establishes the Independent International Scientific Panel on Artificial Intelligence, a 40-member body of global experts who will serve three-year terms.

The panel’s mandate is to provide evidence-based scientific assessments that synthesize and analyze research on AI’s opportunities, risks, and broader impacts. UN Secretary-General Antonio Guterres will oversee the appointment of members in the coming months.

The initiative follows an agreement reached by member states in September to establish an expert-level panel to facilitate dialogue among governments about artificial intelligence. Diplomats highlighted the need for a structured and inclusive framework to address the challenges posed by the technology.

The resolution also sets out plans for an annual global dialogue on AI governance, bringing together governments, scientists, private sector representatives, and civil society stakeholders. These meetings will serve as platforms to share best practices, promote international cooperation, and align AI development with the UN’s sustainable development goals. The first such session will take place in Geneva next year during a global summit on AI.

Costa Rican ambassador Maritza Chan Valverde, who co-led the negotiations alongside her Spanish counterpart, emphasized the urgency of the initiative. “The development of artificial intelligence is advancing at a pace and scale that means it affects all states and countries across the globe,” she said. “With this resolution, the United Nations reaffirms its central role in guaranteeing that AI will serve humanity.”

The move reflects mounting international pressure to create global norms for AI amid widespread concerns about algorithmic bias, disinformation, surveillance, and the potential misuse of advanced generative systems. Supporters of the resolution argue that only multilateral cooperation can address the complex ethical and regulatory challenges posed by artificial intelligence.

By launching the scientific panel and global dialogue, the UN has positioned itself at the center of AI governance efforts, ensuring that emerging technologies are harnessed for the benefit of humanity rather than becoming a source of instability.
