UK launches dark web portal to recruit spies

The UK government has launched a new dark web platform to recruit intelligence agents globally. The platform is called Silent Courier. It was announced on 19 September 2025. This move is part of the UK’s renewed focus on national security.

MI6 will use the anonymity of the dark web for the first time. The platform allows individuals with sensitive information on terrorism or hostile intelligence operations to securely contact UK intelligence. People anywhere in the world can offer their services safely.

Instructions to access Silent Courier will be shared on MI6’s verified YouTube channel. MI6 advises users to employ trusted VPNs and devices not linked to themselves. This is to reduce risks in certain countries.

The launch coincides with the UK’s largest defence investment since the Cold War. The government says this funding will strengthen intelligence capabilities. It will help protect citizens and counter growing global threats.

Foreign Secretary Yvette Cooper said national security is the government’s top priority. She said the UK must stay ahead of its adversaries. “Our intelligence agencies are at the forefront of keeping the British people safe,” she said. Cooper added that advanced technology will support MI6 in recruiting new agents. The focus will be on Russia and other strategic regions.

Outgoing MI6 Chief Sir Richard Moore announced the platform from Istanbul. He said it provides a secure and direct way to contact MI6. “Our virtual door is open to you,” he said. He urged anyone with knowledge of global instability, terrorism, or hostile state activity to come forward.

The UK’s initiative follows a similar strategy used by the US CIA. In 2023, the CIA targeted potential Russian spies via social media. Recent UK-US collaborations, including a secure communications partnership with Google Cloud, aim to strengthen defence and intelligence operations. These tools help both countries respond to cyber threats and espionage.
