Details have emerged on the 20 points included in the phases of the Gaza peace agreement, marking a potential turning point after two years of conflict.
The first phase, agreed upon by Israel and Hamas following intense indirect negotiations in Egypt, focuses on immediate humanitarian and security measures. Key elements include:
- Immediate Ceasefire: A full and immediate halt to hostilities upon agreement, with Israeli troops withdrawing to agreed lines.
- Hostage and Prisoner Exchange: Within 72 hours of Israel’s public acceptance, all 20 living Israeli hostages (and remains of 28 deceased) held by Hamas will be released this week. In exchange, Israel will free 250 Palestinian prisoners serving life sentences and 1,700 Gazans detained since October 7, 2023, including all women and children. For each Israeli hostage remains released, Israel will return the remains of 15 deceased Gazans.
- Hamas Disarmament: Hamas will lay down arms, decommission weapons, and dismantle all military, terror, and offensive infrastructure in Gaza to ensure demilitarization.
- Humanitarian Aid Surge: Full aid will flow into Gaza without interference, at levels matching the January 19, 2025, agreement—minimum 600 trucks daily. This includes food, shelter, water, electricity, sewage rehabilitation, hospital and bakery repairs, and equipment for rubble removal and road clearance. Distribution will be handled by the UN, Red Crescent, and neutral international bodies, with the Rafah crossing open in both directions under established mechanisms.
- Amnesty and Safe Passage: Hamas members committing to peaceful coexistence and decommissioning weapons will receive amnesty. Those wishing to leave Gaza will be granted safe passage to receiving countries.
- Transitional Governance: Gaza will be governed by a temporary technocratic, apolitical Palestinian committee of qualified experts for day-to-day services, overseen by a new “Board of Peace” chaired by U.S. President Donald Trump, including international figures like former UK Prime Minister Tony Blair.
- Economic and Reconstruction Framework: Establishment of a special economic zone with preferential tariffs to attract investment. The Board will fund redevelopment, including infrastructure rebuilding, until the Palestinian Authority completes reforms and assumes control.
- De-radicalization and Dialogue: An interfaith dialogue process to promote tolerance and change narratives among Palestinians and Israelis, emphasizing peace benefits.
- Longer-Term Vision: Subsequent phases will address Palestinian self-determination, statehood pathways, and broader Middle East peace, contingent on Phase 1 success. Israel agrees not to strike mediators like Qatar, acknowledging their role.
- Contingencies: If delays occur, aid and operations will proceed in terror-free areas handed over by the IDF.
Later phases, to be negotiated post-Phase 1, aim for permanent peace, including full war cessation and regional stability.
On the other hand, UN Secretary-General Antonio Guterres has welcomed the hostage release and Gaza ceasefire agreement. In a statement, he said the United Nations and its partners are ready to provide food and shelter in Gaza.
Guterres thanked the efforts of the United States, Qatar, Turkey, and Egypt in securing the deal and demanded the release of all hostages. He added that a permanent ceasefire in Gaza must be ensured, and the intolerable human cost of this conflict must never be forgotten.
